what type of person do you call to look what is causing basement to get water in it after rain or thawing?

I have water in my basement that causes the floors to be wet but not to the point that I need a subpump just soaks carpets and makes it hard to use basement as a liveable space. Who is the person to call to find out what needs to be done?
